The natural resting position of the wastegate is in the open position. The wastegate is pulled closed by a solenoid that sits down the back of the engine. It sits below an identical solenoid that controls the EGR valve. If the vacuum supply to the solenoid has an issue, if the solenoid isn’t working, if the internal sensor has failed or the hose from the unit to the wastegate actuator has become damaged, the wastegate will never close and you’ll get no boost.
